SAIS was founded on May 5, 1961, was originally named as Shenyang Institute of Instrumentation Technology, and was originally subordinated to Ministry of Machine-Building Industry. SAIS is a jurisdiction unit of national instrument components and instrument technology which was reformed into an enterprise and now subordinated to China National Machinery Industry Corporation. From 2003, SAIS was united with Hangzhou Photographic Machinery Research Institute, Qinhuangdao Audio-Visual Machinery Research Institute, and Shenyang Vacuum Technology Research Institute, and is determined as a core business enterprise by China National Machinery Industry Corporation.

SAIS includes one national engineering research center, namely national engineering research center of sensors;

Three national quality inspection centers, namely national quality supervision and inspection center of instrument components, national quality supervision and inspection center of cameras and national quality supervision and inspection center of vacuum equipment;

One ministerial quality inspection center, namely quality supervision and inspection center of film machinery of machinery industry and audio-visual education equipment poroducts;

Four standardization technical committees,namely standardization technical committee on machinery industry instrument components, national standardization technical committee on photographic machinery, standardization technical committee on machinery industrial films and audio-visual education machinery and national standardization technical committee on vacuum technology.

Instrument component federation of china instrument and control society, instrument technology TC, sensor and transducer TC of china instruments manufacturers association are subordinate to SAIS.

SAIS has an enterprise technology center of Liaoning province, and national post-doctoral research station.

Since the foundation, SAIS has finished totally 1711 scientific research projects, won totally 359 awards of national level, ministerial level, provincial level and municipal level including 11 national invention awards and national science & technology progress awards, 93 provincial and ministerial science & technology progress awards, more than 149 patents, hosted and participated in 326 national and industry standards, and published more than 300 papers.

SAIS engages in the two major technical fields of high-tech instrumentation and intelligent equipment, emphatically researches instrument core devices-sensors and sensitive chips, forms a complete instrumentation industry chain of chips, sensors, elastic elements, optical elements, intelligent instrumentation, OME integration products, complete instrument systems and the like, develops intelligent equipment like high-pressure water system cleaning equipment and automatic cleaning systems and instruments thereof, sensor technology and equipment, vacuum equipment and related technology, and establishes a domestic powerful industrialization base for silicon-based sensors, an industrialization base for high-voltage composite apparatus compensators and auxiliary products thereof, and an industrialization base for optical interference filters.

SSAIS has passed ISO9001 quality system certification and GJB9001A military industry quality system certification, and established national marketing network, with partial products have been sold abroad. As a key collaboration unit, SSAIS has researched and manufactured multiple types of military products which are successfully applied to major State projects such as manned space flight, lunar exploration program, etc.

SAIS is as: Trustworthy Unit of Liaoning Province; Torch-type Research Institute of Shenyang; gained some certificates including Qualified Subcontractor Qualification Certificate for Military Electronic Components of Ministry of Information Industry, Weapon and Equipment Research and Production License of SASTIND, National Certificate in Security- Level 3; won honorary titles of Collaboration Supporting Advanced Unit of SASTIND, Advanced unit of China National Machinery Industry Group Company; obtained Recognition of Five Decades of China Aerospace, and awarded May 1st Labor Award of Shenyang. The Huibo serial products of Shenyang Academy of Instrumentation Science have become famous-brand products of Shenyang, and the Huibo trademark has become a famous trademark of Liaoning province.
